Over the past few months Chamber leaders and members have attend the regional consultation sessions, and put forward their perspectives on the process by which the minimum wage should be set. There was also a report released called
We have just sent a letter to the panel urging them to consider the cost to business when they make these significant one time hikes to the minimum wage. The Quinte West Chamber is one of 36 chambers that has signed this letter on behalf of our members.
The Quinte West Chamber of Commerce is the 'Voice of Business' in Quinte West and we will represent businesses of all sizes on issues that matter to you, our members.
Recent Issues the Chamber has been involved with locally
Removal of the Home Occupation Licences for Home Based businesses in Quinte West. The Chamber worked with the City to remove this by-law which was over 30 years old and was a detrement to business in Quinte West.
Updates to the City Signage By-law. The Chamber is working with businesses and the City's Marketing and Signage committee to review the proposed by-laws. At the end of the process we are looking to have a clear set of by-laws that would allow businesses to have the signage they need and would make it easier for the City to remove signs that are not compliant.

A great night celebrating the outstanding business throughout the Bay of Quinte Region was held on October 25th. The 16th Annual Quinte Business Achievement Awards were handed out at the Awards Gala last Friday. Over the past 16 years the Business Achievement Awards program has recognized the individuals, companies and organizations who have taken an extra step towards business excellence, helping make the Bay of Quinte Region one of the best places to work and live.
The City of Quinte West is updating the signage by-laws for the City, this could have an impact on your business and the types of signs you are using.
The Chamber is getting feed back from the business community so that we can share it with the City before they make their final decisions.
There will also be an open house at City Hall on Thursday, November 7 at 6pm where businesses can voice their concerns or support directly to City Staff.

Form T1013 online, no duplication needed The CRA is committed to providing tax professionals with online services that are easy to use and cost-effective. As an example, the CRA has improved its service to representatives by providing them the ability to submit documents electronically.
If you are registered with EFILE, you can submit Form T1013, Authorizing or Cancelling a representative, online by using certified professional tax software.
Important: Do not submit a second signed Form T1013 by mail or fax if you have already submitted it online, as this duplication may result in delays.
Simply make sure your client has signed and dated the form, and keep a copy of the signed Form T1013 for six years. You can also scan and store a copy for your file.
The information you send us through Form T1013 will remain on file unless you make a change. If you would like to view a previously-filed form to ensure it is up to date, you may do so through your client list in Represent a Client.

At the General Meeting held on October 2 the Quinte West Chamber of Commerce confirmed their Board of Directors for 2014. There were five vacancies available on the board for the coming year and these were filled by acclamation by the membership at the meeting.
This year there were five nominees received from within the Quinte West Business Community so for the first time in many years there was no election needed. “We always operate with a full board,” says Chamber manager Suzanne Andrews. “There is a definite willingness from within the business community to get involved at the board level to ensure the chamber continues to represent the Quinte West business community.”
Returning to the board for his third term is Michael Kotsovos from Tomasso’s Italian Grille and joining the board for the first time is: David McCue from Slip Stop Anti Slip Solutions; Kristina Lane from the Small Business Centre; Andre deVries from Real Mortgage Associates and Meagan Reid from QuintEssential Credit Union.
“The Chamber Board is striving for diversity and ensuring we represent businesses of all sizes and all sectors,” says President Mike Cowan. “We are currently in the first year of our three year strategic plan and I look forward to working with the new directors as they bring fresh ideas to the table and work with us to support and promote the business community here.”

Regional Chamber Luncheon - Emerging Stronger in Ontario
The Ontario Chamber of Commerce issued Emerging Stronger 2013 in January of this year. It surveys the progress that business, government, and civil society have made over the past year. It identifies the challenges we still face, and sets out the tangible steps we must take to ensure that Ontario emerges stronger from this period of economic transition.
Hear Josh Hjartarson, Vice President, Policy and Government Relations at the Ontario Chamber discuss how the recommendations in Emerging Stronger offer a policy road map for the next several years.
Ontario's Chamber Network has reason to celebrate the outcomes of the Canadian Chamber of Commerce's (CCC) Annual General Meeting (AGM) in Kelowna, B.C.
Ontario had considerable voting clout on the AGM floor, with 98 of the 347 voting delegates--a modern-day record for Ontario. Ontario used its significant presence to pass numerous resolutions sponsored by Ontario chambers of commerce and boards of trade, including:
• Increasing the GST/HST Filing Threshold (Sarnia-Lambton Chamber of Commerce), which would raise the exemption for small businesses earning $100,000 or less from filing GST/HST.
• Fair Tax Treatment of Limited Liability Companies (Tillsonburg Chamber of Commerce), which would create a level playing field for American and Canadian Limited Liability Companies, from a tax perspective.
• Electricity in Canada - Power for our Future Competitiveness (Greater Peterborough Chamber of Commerce), which would create an East-West electricity grid and enable Ontario to access more affordable Newfoundland energy.
• Applying the Accelerated Capital Cost Allowance for Oil Sands, Upgrading, Petrochemical, and Mining Industries (Sarnia-Lambton Chamber of Commerce), which would encourage new investment in these sectors.
• Facilitating Structural Change in Canadian Manufacturing (Kitchener-Waterloo Chamber of Commerce), which would encourage investment in manufacturing and speed the transition to advanced manufacturing.
• Addressing the Skills Crisis (Greater Kingston Chamber of Commerce), which would improve the quality and availability of labour market information.
• Ending Homelessness in Canada (Kitchener-Waterloo Chamber of Commerce), which supports a "housing first" approach to addressing homelessness and a coordinated federal-provincial strategy to addressing the homelessness problem.
• Allowing the Provinces to Decide on Single Sports Betting (Windsor-Essex Regional Chamber of Commerce), which would enable provinces to decide on single sports betting and enhance Ontario's ability to attract more American tourists to Ontario destinations.
• Improving Canada's Infrastructure Through Public-Private Partnerships (P3s) (Kitchener-Waterloo Chamber of Commerce), which would promote the greater use of P3 models in addressing Canada's vast infrastructure deficit.
The most contentious issue of the day related to the proposed Canada Job Grant. That said, delegates overwhelmingly backed a resolution that "the federal government, instead of implementing its own Canada Job Grant program, negotiate with the provincial/territorial governments to renew labour market agreements that are set to expire in 2014, in accordance with on-the-job training priorities."
The motion also calls for the federal government to meet with a new task force of federal and provincial chamber and board representatives to discuss how to make a job training program meet the needs of employers.
This is encouraging news for Ontario businesses, who have expressed reservations about the Canada Job Grant.
Congratulations to all Ontario chambers and boards that participated in this important process, including those who submitted their proxy votes. There is strength in numbers and the Ontario caucus was a force to be reckoned with at this year's CCC AGM.

The governments of Canada, Ontario, and B.C. announced yesterday that they are establishing a cooperative capital markets regulatory system--a voluntary system that will oversee Canada's investment industry.
It is a major step towards the creation of a single securities regulator, and something the OCC has relentlessly pursued for years.
Canada is the world's only major industrialized country without a single securities regulator. Under the current system, securities regulation in Canada is subject to the rules and regulations of 13 different provincial and territorial securities regulators.
Canada's current securities regulatory structure is fragmented and inefficient, and limits our small and medium-sized businesses' ability to tap into all of Canada's capital markets. Given the flaws in our current system, today's news is being warmly received by Ontario businesses.
The new body will tap into provincial and federal expertise and will be charged with supporting efficient capital markets and managing systemic risk. It will feature a single regulator administering a single set of regulations. All provinces can voluntarily participate in the new system.
Significant benefits will result from this new partnership, including improved enforcement, increased protection for investors, and lowered costs for businesses seeking to raise capital. It will also enhance the reputation of Canada and Ontario's financial services sector and strengthen Toronto's reputation as a international financial centre.
The new system is expected to be in place by July 1, 2015, and will have an executive head office in Toronto. The OCC will work with their provincial counterparts to increase provincial membership in the new cooperative capital markets regulatory system.
The OCC congratulates the federal Minster of Finance and his provincial counterparts in taking this important step.

October 1 is National Seniors Day, an occasion to honour and celebrate seniors for the valuable contributions they have made, and continue to make, in our communities, workplaces, and families. This year, I am inviting businesses across the country to help celebrate seniors in their workplaces and communities. For example, offer a seniors’ discount, create a storefront display, or lead an event to shine a spotlight on the seniors who are actively engaged in or around your workplace.
National Seniors Day builds on many other measures introduced by the Government of Canada, including the commitment to support the well-being and quality of life of seniors by providing them with the information they need to help them stay active, engaged and informed. To further demonstrate this commitment, the seniors.gc.ca website has been recently redeveloped to include a new Information for Seniors portal that brings together a variety of federal, provincial/territorial and municipal resources about relevant programs and benefits. And more recently, as part of Economic Action Plan 2013, our Government proposed to better protect seniors in a variety of areas, including financial services, housing and health.
On October 1, we encourage you to join with the federal government’s efforts to celebrate the seniors in your life. Individuals, community leaders, municipalities, colleagues and businesses everyone can get involved!
• Thank and celebrate a senior's ongoing contributions by sending them an electronic personalized postcard. • Display posters to mark the day. • Organize a National Seniors Day event using our new Do-it-Yourself Guide found at seniors.gc.ca. The guide also includes sample event products such as a news release, media advisory, speech and messages for social media and radio.

Today, we issued a report entitled $50 Million a Day. In our report, we highlight how Canada’s lack of infrastructure is preventing Canadians from maximizing their potential benefits in energy markets.
The fastest growing markets for oil and gas now lie in non-OECD nations; however, Canada cannot respond to this opportunity as it lacks the infrastructure to get energy to tidewater and overseas. This lack of market access has cost Canada as much as $50 million a day. Jobs, tax revenues and other economic benefits are all at stake.
Oil and gas, its transportation and its environmental and social impacts have become one of the most pressing policy debates of the last few years. $50 Million a Day lays out key facts every Canadian needs to understand about the issue. It is time to have a balanced discussion about what it means to be an energy nation in the 21st century. At the Canadian Chamber, we are committed to having this discussion and will kick it off during International Trade Day on Oct. 29.
Ontario's public sector employers are facing unfair restrictions for tendering construction contracts. As a result, municipalities are unable to get the best bang for the taxpayer's buck when they tender for construction projects.
Public sector employers, specifically municipalities, are treated as businesses under Ontario's Labour Relations Act, 1995. As a result of this classification, the Ontario Labour Board has been applying collective-bargaining rules for construction companies to municipalities and school boards.
A private members bill is currently being debated in the Ontario legislature. Bill 73: Fair and Open Tendering Act would amend the Labour Relations Act so that municipalities would no longer be classified as 'construction employers'.
The current system, which is unfair and costly, must change. It has created monopolies in some of the province's largest municipalities, including Toronto, Hamilton, and Sault Ste. Marie. These monopolies limit the number of companies who can be considered for jobs, and in doing so restrict otherwise qualified candidates from bidding on work. The system stifles competition and often results in unnecessarily high infrastructure costs.
Fair and open tendering would free public employers, like municipalities, from constrictive agreements that prevent them from maximizing tax dollars. IMPORTANT INFORMATION FOR YOUR MEMBERS FROM THE MINISTRY OF LABOUR MINISTRY OF LABOUR TO CONDUCT EMPLOYMENT STANDARDS RETAIL SERVICES BLITZ
From October to December 2013, the Ministry of Labour will conduct an employment standards blitz focusing on retail services. Examples of businesses that would be included in the blitz are:
• Gas stations • Convenience stores • Grocery stores • Outlet stores • Stores located in shopping malls and strip malls
These inspections will focus on employment standards related to public holidays, vacation pay, hours of work, overtime, and the posting of the mandatory "What You Should Know About the Employment Standards Act, 2000," poster. Although these are the focus, violations of other employment standards will be addressed if identified.
The goal of these inspections is to ensure compliance with the Employment Standards Act, 2000 (ESA) and its regulations, and to educate employers about their obligations.
Blitz Focus The following is a summary of some of the key employment standards issues that officers will focus on during the blitz: • Public Holidays • Vacation Pay • Mandatory Display of the Employment Standards poster • Hours of Work • Overtime
The ministry produces educational resources in 23 languages in addition to English and French. To access their multilingual resources visit Ontario.ca/EmploymentRights.

October 1 is National Seniors Day, an occasion to honour and celebrate seniors for the valuable contributions they have made, and continue to make, in our communities, workplaces, and families. This year, I am inviting businesses across the country to help celebrate seniors in their workplaces and communities. For example, offer a seniors’ discount, create a storefront display, or lead an event to shine a spotlight on the seniors who are actively engaged in or around your workplace.
National Seniors Day builds on many other measures introduced by the Government of Canada, including the commitment to support the well-being and quality of life of seniors by providing them with the information they need to help them stay active, engaged and informed. To further demonstrate this commitment, the seniors.gc.ca website has been recently redeveloped to include a new Information for Seniors portal that brings together a variety of federal, provincial/territorial and municipal resources about relevant programs and benefits. And more recently, as part of Economic Action Plan 2013, our Government proposed to better protect seniors in a variety of areas, including financial services, housing and health.
On October 1, we encourage you to join with the federal government’s efforts to celebrate the seniors in your life. Individuals, community leaders, municipalities, colleagues and businesses everyone can get involved!
• Thank and celebrate a senior's ongoing contributions by sending them an electronic personalized postcard. • Display posters to mark the day. • Organize a National Seniors Day event using our new Do-it-Yourself Guide found at seniors.gc.ca. The guide also includes sample event products such as a news release, media advisory, speech and messages for social media and radio.

During the month of October Highland Shores Children’s Aid and the Quinte Children’s Foundation, along with Children’s Aid Societies across Ontario, will be raising awareness around the issues of preventing child abuse and neglect through the Purple Ribbon Campaign.
This year, CASs in Eastern Ontario are joining together to promote Community Dress Purple Day on October 18th. Our hope is to get the general public, local schools, businesses and our community partners wearing purple on that day to show their support of child abuse prevention and to help raise awareness about this important issue.
This simply requires that you dress in purple or wear a purple item on this day. The Quinte Children’s Foundation, the fundraising arm for Highland Shores Children’s Aid, also have purple ties and scarves available for sale if you would like to purchase them in order to participate on October 18th. As well, the Foundation have for purchase purple hockey tape for those who play hockey, or have children who do, and wish to wrap their hockey sticks for the month of October.
We hope you will consider participating in Community Dress Purple Day on October 18th.

Ontario is in a period of economic transition. The Ontario Chamber of Commerce (OCC) and its 60,000 members firmly believe that the policy choices made today will impact our province’s competitiveness for generations to come.
The Government of Ontario is currently consulting on how to set the minimum wage. This issue is important. There is broad consensus that the current process—or lack thereof—governing the minimum wage does not work for employers and workers.
We have consulted widely with our membership through surveys, focus groups, and one-on-one interviews. Our consultations have revealed that OCC members want a process for setting the minimum wage that is based on four principles:
Predictability: Employers want a process that provides predictability so that they can plan, grow, and invest with confidence.
Transparency: Employers need a process that is open and de-politicized.
Fairness: Employers also want a process that considers the impact on both employers and workers.
Promotes Ontario’s competitiveness: Employers are job-creators. Decisions around minimum wage should not discourage investment, job creation, and economic growth.
As such, we recommend that the minimum wage be pegged to the Consumer Price Index (inflation). Of the options considered, this approach is most consistent with all four principles outlined above.
We also urge members of the panel to consider the impacts that significant and one-off hikes in the minimum wage have on businesses and employment. For many employers—particularly those in the retail, hospitality, and leisure sectors—a decision to ‘make up for lost time’ would exacerbate the challenges they face and hinder Ontario’s economic recovery.
